Michael De Luca

Dr. De Luca is a US board-certified emergency medicine physician with a background in emergency preparedness and global health security program implementation and research. He has over a decade of experience delivering innovative solutions to government and private sector clients in a variety of areas including public health preparedness and response, business continuity, and health systems strengthening. 

Prior to medical school, he spent several years implementing and evaluating public health finance, infectious disease, and occupational health programs for USAID, the World Bank, and the World Health Organization. Following his graduate studies, he was engaged in cooperative threat reduction initiatives in biological and chemical security and international science diplomacy. Dr. De Luca has served as a subject-matter expert for various public and private sector entities and has numerous academic publications in the areas of emergency operations planning, mass casualty care, and public health preparedness and has lectured nationally on these topics. He currently focuses on the acquisition and distribution of medical countermeasures for public health emergencies in his role supporting the Administration for Strategic Preparedness and Response. 

Dr. De Luca has completed the Tactical, Counter Narcotics and Terrorism Operational Medical Support Program (CONTOMS) and is a medical officer on an NDMS Disaster Medical Assistance Team in addition to serving as a volunteer physician on International Medical Corps’ emergency response roster.

He completed a fellowship in Disaster and Operational Medicine at George Washington University, after his emergency medicine residency at Harvard Medical School, training at Massachusetts General Hospital and Brigham and Women’s Hospital. He holds an undergraduate degree in global public health in addition to a master’s degree in biohazardous threat agents and emerging infectious disease and a medical degree from Georgetown University.
